Venezuelan Social Contract

Venezuela has problems that not is conjunctural, but structural, historical, such as the insecurity, the corruption, the social inequality, poverty, that beyond a political decision to fight them what requires is, practically, an action of moral influence and educative in the long term, that involves to all the sectors and expressions of its society. Logically, one occurs by discounted the political decision. The State as I emulate (the citizen also is it, according to we see) will have to go to the front, like propellent fundamental in thickness, ramificando his to drive by means of the channels to its reach: mass media, educative policy, legal corpus, fighting the crime and punishing (case insecurity), fighting impunity (case corruption), propaganda, financial support, political institutional and, among others, excessively, own example, for the situations where the behavioural moralizing action fits. It is forced to reorient, by ideario positivista and humanistic, by contractual delegation, its own step and the one of its citizens, appears to whom morally must and of who is necessary and until affected expression. Its work is to extend, executive, the citizen carpet of welcome to the desirable values and attitudes, on ways, if not yet forged, at least indicated, according to in him already are observed like principles. But the fundamental propellent, in specific, of the new morality (new in as much in situ it is scarce) we know is the same citizen, bastion of any manifestation or political structuring. Because the State, according to social contract, is extreme delegation and of wills for the growth and prosperity in society, according to the man accedes to lose the care of its old and original wild nature and decides the existence a being that norme and protects in exchange for its submission to the law and the fulfillment of duties.
